As designers of outdoor environments such as parks, river walks, urban plazas and campuses – and as participants on interdisciplinary design teams on projects involving architecture and engineering – it is imperative that landscape architects be knowledgeable of ADA Standards and their application. Revised ADA Accessibility Guidelines published in 2004 led to the new ADA Standards for Accessible Design published in September 2010 which became mandatory in March 15, 2012. The Florida Building Code fully accepts these standards and provides for some more restrictive criteria which will be addressed in the presentation.

This session will focus primarily on the portions of ADA Standards and published accessibility guidelines that relate to outdoor environments. The session is composed of three sections as follows:

I. ADA Standards in the Florida Building Code

II. New additions to the Standards specifically regarding Recreational Facilities and the proposed Draft Final Rule for Accessible Outdoor Developed Areas

III. Discussion /Questions/Answers

Learning Objectives:

The goal of the course is to clearly define the general areas of outdoor accessibility that designers must address with the ADA Standards for Accessible Design in the Florida Building Code with updates.

Specific learning objectives include the following:

• Review the ADA Standards for Accessible Design in the Florida Building Code as they apply to the field of landscape architecture.
• Examine the ADA Standards for Accessible Design in the Florida Building Code for Recreational Facilities and the Draft Final Rule for (Federal) Outdoor Developed Areas accessibility.
• Discover some of the borderline issues and most common errors related to application of the ADA standards in landscape architectural design

Meet The Speakers:

David Milligan

David F. Milligan, FASLA, LEED®AP ID+C, IFMA FMP, having 35-years professional experience covering the planning, design, development, renovation, management and operations of public facilities, has addressed implementation of ADA standards from multiple perspectives. He specializes in the assessment of physical barriers and their removal in outdoor facilities. His direct involvement in both facilities design and operations has provided a unique opportunity to assess, implement and manage the impacts of ADA standards. Since 2009 he has co-authored and taught classroom courses and field sensitivity tours on ADA accessibility standards specifically aimed at landscape architects and the outdoor environment.

Emily O'Mahoney

Emily M. O’Mahoney, FASLA, PLA, LEED BD&C, was recognized for her professional service to the Society as the 2016 recipient of the ASLA Outstanding Service Award. This award recognizes Emily’s exceptional volunteer spirit and many years of service as one of the core assets of ASLA, its committees, and Professional Practice Networks.

Emily currently serves as chair of the LARE Prep Committee, is an active participant on the Policy Committee, and creator of a new subcommittee within the Professional Practice Committee. With all of her work, including her contributions to the Women in Landscape Architecture PPN, Emily has been engaged in activities which give value to membership including: the development of educational sessions, posts for The Field, a LATIS Report, as well as LARE Prep and Spotlight webinars. As Florida Host Co-Chair, Emily will be welcoming you to ASLA Miami 2020 this fall.

Over the past two and a half decades, Emily’s work on the local level is notable and she is thought of as a “go to” person for her Chapter. As an activist, advocate, and passionate landscape architect, she has used her leadership positions (President, Trustee, etc.) to develop quality continuing education programs, remove barriers to practice, mentor students, and provide encouragement and support to emerging professionals with the LARE Review Course. She is also actively involved in ACE Mentorship and FLAA (Future Landscape Architects of America) to support career discovery. It is the growth of the profession that fuels her commitment to serve aspiring landscape architects and emerging professionals.
