Safe Access to Parks (2025)

This course shares insights from Hillsborough TPO’s recent Safe Access to Parks study, which created a standardized process to improve park accessibility throughout Hillsborough County by identifying measures to calm speeds and increase safety on nearby roadways. Attendees will learn how to replicate the study’s five-step process: park selection, existing conditions analysis, public outreach, the development of a countermeasure toolbox, and finalizing recommendations and monitoring implementation. The course will also incorporate lessons learned from public feedback.    The purpose of the Safe Access to Parks Pilot Study was to develop a process that can be replicated at parks throughout Hillsborough County, to calm speeds and improve safety on major roads next to parks. A toolbox of safety countermeasures was developed as part of the process. The pilot project included three different types of park facilities in Hillsborough County, including local and regional park facilities whose context and transportation safety issues broadly represent other facilities in the region such that the findings from this pilot project can be applied elsewhere in the County. The three presenters are part of the project team that won an Outstanding Contribution to the Community Award from the Hillsborough County Planning Commission for the 2021 Safe Access to Parks study.

Meet The Speakers:

Lisa Silva

Lisa Silva brings experience in design and planning to her role as a principal planner with Plan Hillsborough County, where she has worked as both a land use and transportation planner.  Lisa's professional experience includes positions in both the public and private sectors as a professional landscape architect and certified planner.     At Hillsborough County, she was at forefront of the community planning program in 1998 and has been instrumental in getting 26 community plans adopted into the Future of Hillsborough Comprehensive Plan for Unincorporated Hillsborough County.  Lisa’s personal and professional passion for balancing land use and transportation has served her well as first a member, then staff liaison to the TPO’s Livable Roadways Committee; and as a resident of the traditional neighborhood, West Park Village, where she enjoys a short walk to the mixed-use village for daily needs.     At the TPO Lisa oversees several topics such as complete streets, Vision Zero safety projects, and school transportation planning. She also served as the agency’s Well4Life Champion for the past several years, bridging health and wellness programs with the County’s human resources staff.  

Kelly Fearon


Kelly Fearon is the Vision Zero engineer with the City of Tampa.  She is focused on implementing the City’s Vision Zero Action Plan and developing sustainable transportation policies and projects.  Kelly works in the Transportation Engineering division with a focus on designing Quick Build projects. She is also currently working on the development of the City’s 30-year Mobility Plan, Tampa MOVES. 

Kathrin Tellez

Kathrin Tellez, AICP, PTP, RSP1, is a Principal Transportation Planner with Fehr & Peers, based in Orlando. Kathrin has over 20 years of experience in a wide variety of transportation planning efforts for all travel modes, including transportation safety assessments. Having worked on numerous climate action plans, comprehensive plans, and land development projects across the country, she recognizes that sustainability, transportation safety outcomes, and mobility options are all interconnected with our land use and transportation system design choices. Kathrin also serves as Director of Membership for the Central Florida WTS Chapter and loves to bicycle whenever she gets the chance. Kathrin was part of the project team that won an Outstanding Contribution to the Community Award from the Hillsborough County Planning Commission for the 2021 Safe Access to Parks study.
